BEI is specially positioned to service requirements brought about by the U.S. Environmental Protection Agency (EPA) [40 CFR Part 122] regarding National Pollution Discharge Elimination System (NPDES) permits as they apply to stormwater runoff from industrial sites. Information required by regulatory agencies under the rule includes evaluation of surface water hydrology (runoff characteristics) and the sampling methodology the site owners/operators will use to comply with the permit. Assessment Sites require characterization of surface drainage and identification of potential pollutants being carried to receiving waters by runoff. This requires personnel experienced in hydrology. Our staff engineers have specialized expertise in surface water analysis, applying knowledge of local meteorological and site data to achieve realistic runoff projections. Our environmental engineers, through site inspections and site records evaluation, eliminate regulatory agencies "guessing" the types of material that could be present in runoff. A report to our clients includes the information gathered and its application to permitting requirements. Permitting Site data required by law includes topographic plots with estimates of runoff coefficients. Using BEI's surveying capabilities, our hydrologic engineers can provide timely, cost effective and, most importantly, accurate reporting of site drainage. Sampling of stormwater discharges along with discharge flow measurement is required by regulation. The flow measurement requirement, which can be tedious and costly, can be simplified with adequate hydrologic analysis, thus resulting in cost and time savings for our client. Sampling methodology is an important aspect for the reliable, representative reporting of stormwater discharge quality. A representative sample must be secured, and BEI field personnel will ensure proper sampling techniques consistent with regulatory requirements. Regulatory Liaison One important aspect of any environmental regulation is the professional relationship with Federal, State, and/or Local regulatory personnel. Successful interpretation of often ambiguous regulations, proper application of site-specific information, and effective negotiations with regulatory officials is critical in the permitting process.
