Site Assessment and Remediation for Brownfield Redevelopment

Hammond, Indiana

BEI assisted the City of Hammond with a number of environmental tasks to support redevelopment of the economically vital downtown area. Over a dozen Phase I Environmental Site Assessments (ESAs) were completed to facilitate necessary property transactions. Phase II ESAs were performed at selected sites containing potential environmental impacts.

Soil and groundwater contamination was discovered at a dry cleaning solvent distribution plant located in the heart of the redevelopment area. Early in the redevelopment planning process, BEI supervised the installation of a steel sheet pile wall around the contamination to prevent further migration. To address a plume of contamination that migrated off-site, BEI designed and installed a groundwater extraction and treatment system. These assessment and remedial efforts helped convince a major grocer to build a new store on former brownfield properties. The store is expected to anchor the revitalization of downtown Hammond. Plans for redevelopment of additional properties are already underway.
