ENVIRONMENTAL EXPERIENCE

Mr. Tanaka is a Senior Engineer with over 25 years of environmental project management experience, including field supervision, technical management, project administration, and staff management and training. He has been the primary author or lead engineer on projects ranging from Phase I environmental site assessments to design-build remedial projects. He is responsible for developing technical scopes of work, budgets and schedules, and project implementation.

Voluntary Site Remediation

Performed and managed numerous investigation and remediation projects pursuant to voluntary remediation programs in Illinois and Indiana. Prepared program documents such as Remediation Work Plans, Remedial Action Plans, and Remediation Completion Reports. Extensive experience in the site-specific application of risk-based closure concepts using Illinois’ Tiered Approach to Corrective Action Objectives (TACO) and Indiana’s Risk Integrated System of Closure (RISC).

Remedial Design, Construction, and Construction Management

Specializes in the cost-effective remediation of impacted sites. Experienced in the initial evaluation, design testing, detailed design, permitting, and operation and maintenance of remedial systems. Technologies used include bioremediation, bioventing, soil vapor extraction, free product recovery using wells and trenches, dual-phase extraction, air sparging, air stripping, and conventional pump and treat. Projects have been performed for primarily industrial clients in a variety of regulatory programs (e.g. CERCLA, RCRA, UST, voluntary cleanup).

Underground Storage Tank Management

Performed and managed scores of UST projects involving investigation, removal/abandonment, remedial design, corrective action, development of risk-based objectives, and LUST fund reimbursement. Also experienced in the evaluation and design of UST systems to meet current design and upgrade standards.

Spill Prevention, Control, and Countermeasure (SPCC) Plans

Conducted site inspections and prepared SPCC plans for numerous industrial facilities throughout the U.S. Assisted clients with preliminary design of required secondary containment systems for petroleum products.

CIVIL ENGINEERING EXPERIENCE

- Project Engineer for construction of a golf course in Northwest Indiana. Responsibilities included site layout, utility system design, and construction management.

- Project Engineer for golf course/resort properties in southwestern United States. Designed potable water system, golf course pond system, and prepared permit applications for construction equipment.

Expert Witness Testimony

Expert witness and fact witness on several projects involving litigation. Issues in these cases include investigation techniques, data interpretation, remedy selection, cost recovery, and regulatory agency program requirements.
