Chemical Distribution Dallas, Texas

BASCOR Environmental, Inc. assisted a major chemical corporation, the largest chemical distributor in North America, with a project at their Dallas, Texas facility which had closed due to the neighborhood developing into an upscale office area and the opening of a new facility in the Metroplex. Soil and groundwater had been impacted at the old facility by both chlorinated and non-chlorinated volatile organics compounds due to historic operation of a solvent tank farm and associated repackaging activities. The project was undergoing investigation and remediation under an Agreed Order between the client and the Texas Natural Resource Conservation Commission (TNRCC). BASCOR was retained to manage the investigation, remediation, and ultimate redevelopment of the property.

The old facility was demolished and upon completion of the investigation activities, the 13 acre tract was subdivided into an 8 acre tract and a 5 acre tract. BASCOR then assisted our client with removing the 8 acre tract from the Agreed Order and entered it into the TNRCC’s Voluntary Cleanup Program (VCP), one of the first such switches in the State of Texas. Upon completion of minor additional investigation and remediation activities for the 8 acre tract, our client received a Certificate of Completion from the VCP, and the 8 acre tract was developed with an upscale office building. The more heavily impacted 5 acre tract was landscaped to fit in with the area and a more efficient remediation system was installed. Development of the 5 acre tract is pending.

Myers Property, Hammond Indiana

 

BASCOR Environmental, Inc. was retained by the Hammond Urban Enterprise Association to lead the project site assessment, remediation design, facility site preparation, and negotiation to closure in 2005 on this 42 acre Brownfield site in Hammond Indiana. The site is immediately adjacent to a former Federal listed site, and is entirely covered with industrial slag, a common waste material in NW Indiana. The slag presented unique challenges to BASCOR with sampling and other assessment duties. 

One unique aspect of this site is that an industrial partner purchased the site and developed it with the assurance BASCOR would complete all required tasks and get a covenant not to sue under the Indiana Voluntary Remediation Program (VRP). The partner installed and has operated on site concurrent with VRP closure activity for two years, making this truly a success closure story.

BASCOR's duties included abandonment and relocation of an active pipeline through the site to enhance its development potential. The design and construction oversight of the abandonment and relocation process was accomplished by BASCOR staff. Special foundation requirements were also investigated by our staff to assist with construction of the facility. 

The adjacent site, a former asphalt facility, is also under VRP cleanup led by BASCOR, and has included removal of over 21,000 linear feet of process piping, risk assessment investigation, and various assessment strategies negotiated with the State VRP department. This site will also be taken through closure under the VRP, and our partner has already begun construction of an expansion to the newly constructed facility on the adjacent Myers property.
